English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest survey of local authorities, UK councils are planning to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to support their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders stated they would focus on restructuring services and using financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its asset disposal plan included the sale of a retail complex in a local town and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Wider Financial Strains

This research of councils in the coalition, which includes several urban centers, also found that over seven in ten of authorities will have to raise council taxes next spring to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “We face population challenges which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

Research of county councils this week further found local finances being strained by the increasing figures of children and adults needing special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper setting out those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of difficulties facing local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and need,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the survey revealed.
